Qatar Reasserts Dedication to Mediation and Humanitarian Diplomacy

Geneva:The State of Qatar has reiterated its dedication to mediation, de-escalation, and humanitarian diplomacy, highlighting the importance of lasting peace in safeguarding lives, upholding human dignity, and ensuring universal rights to health and development. This commitment was articulated by Abdulaziz Mohammed Al Mansouri, Second Secretary at Qatar's Permanent Mission to the United Nations Office in Geneva, during a Human Rights Council panel discussion on health and development in armed conflicts.

According to Qatar News Agency, Al Mansouri emphasized that the right to the highest attainable standard of physical and mental health is a fundamental human right, which must be upheld without discrimination in both peace and conflict periods. He expressed concern over the increasing attacks on healthcare facilities and personnel, noting that such actions violate international humanitarian law and have dire consequences, especially for vulnerable groups like women, children, displaced persons, and those with disabilities.

Al Mansouri pointed out that during its 62nd session, the Human Rights Council unanimously passed the "Protecting Health Care in Armed Conflicts" resolution, initiated by Qatar. The resolution, which was co-sponsored by 62 countries, demonstrates global backing for actions to safeguard healthcare systems from attacks, despite existing international commitments such as UN Security Council Resolution 2286 of 2016.

He urged all parties in armed conflicts to adhere to international humanitarian and human rights laws, protect medical facilities and personnel, and ensure unobstructed access to healthcare. Furthermore, he called for enhanced monitoring and reporting mechanisms to hold violators accountable and prevent future infractions.

Al Mansouri also stressed the integration of health rights into peace negotiations and recovery plans, advocating for strengthened international cooperation and investment in robust health systems. He emphasized the role of partnerships among states, international organizations, and humanitarian actors in securing sustainable funding, supporting healthcare workers, and rehabilitating infrastructure.

He concluded by stating that precise and timely documentation of attacks is crucial for assigning accountability, improving international responses, and preventing further violations.
