Ministry of Labour Launches Phase One of “Moawen” Platform for Domestic Worker Recruitment

Doha: The Ministry of Labour today launched the first phase of the 'Moawen' Platform for Domestic Worker Recruitment, a major digital initiative aimed at bringing greater transparency, efficiency, and oversight to the domestic worker recruitment sector. By harnessing advanced digital solutions, the platform is designed to streamline recruitment procedures, safeguard the rights and obligations of all parties, combat fraud, and raise service standards while supporting Qatar's wider drive to accelerate digital government transformation in line with the objectives of Qatar National Vision 2030.

According to Qatar News Agency, the platform, developed by the Ministry of Labour in collaboration with Google, integrates employers, Recruitment Agencies, and domestic workers, managing the recruitment and employment process from the initial application through to the worker taking up employment. This single, trusted digital environment provides a clearer, more efficient, and secure experience for everyone involved.

Speaking at the launch, Hamad Faraj Dalmouk, Assistant Undersecretary for Migrant Labour Affairs at the Ministry, described the first phase of Moawen as a significant advancement in the regulation of domestic worker recruitment. He emphasized the Ministry's commitment to developing smart digital infrastructure that aligns with the Third National Development Strategy and the National Workforce Development Strategy 2024-2030, aiming for an efficient, fair, and transparent labour market.

Dalmouk also highlighted the platform's role in strengthening the recruitment system by promoting a fair balance between rights and obligations while providing a seamless and secure service experience. He noted that empowering individuals through digital solutions is key to building a sustainable working environment, safeguarding workers' dignity, and reinforcing Qatar's position as a leader in human resources management and worker protection.

For employers, Moawen provides an enhanced digital experience, offering various recruitment options tailored to different needs. Employers can recruit a known worker, request offers from selected Recruitment Agencies, or browse all approved offers. This increases choice and access to reliable information, helping employers make informed decisions with confidence.

The platform's smart rating system, based on employer experiences, offers transparent performance indicators to help users assess Recruitment Agencies. It incentivizes agencies to improve service quality, providing the Ministry with visibility over agency performance and compliance, thus driving higher service standards.

Moawen covers the entire recruitment journey, from contract signing to the worker's arrival, with real-time data access enabling effective monitoring and governance. It promotes balanced contractual relationships, clear requirements for contracts, and effective channels for enquiries and complaints. Future phases will allow domestic workers to access their contract details and employment terms, supported by a comprehensive knowledge base and AI-powered chatbot.

Beyond recruitment, Moawen integrates with government systems for information verification and accelerated processing, offers real-time application updates, and detailed performance indicators for Recruitment Agencies. It also supports electronic salary transfers, improving transparency and processing speed.

The Ministry emphasized that Moawen is the official and only approved digital platform for domestic worker recruitment services, ensuring all related services and procedures are exclusively conducted through this platform.
