MOECC Holds Workshop on Second National Communication in Cooperation with UNEP

The Ministry of Environment and Climate Change (MOECC) organized a workshop on the State of Qatar’s Second National Communication, and the updated biennial report, in cooperation with the UN Environment Program (UNEP).

The two-day workshop covered methods for preparing the report, which contains a list of greenhouse gases for five main sectors, as well as raising awareness of the need for the report to include the states efforts with regard to mitigating emissions, and an inventory of the most prominent impacts and areas sensitive to the effects of climate change.

The workshop also introduced the national information that can be used within the broader framework of the climate change issue, in the areas of adaptation and mitigation of its effects, in line with the sustainable development goals and the Qatar National Vision 2030.

Among the topics discussed were ways and means of adapting to climate change and introducing and verifying the data system related to it to serve the preparation of the “Second
National Report,” as well as studying obstacles and ways to overcome them and exchanging information about climate change among participants, and the relationship of all of this to the State of Qatar’s priorities.

The workshop indicated the intention of the State of Qatar to present the second report, including accurate assessments related to the negative effects of climate change on Qatar, mitigating and adapting to them, and introducing many climate modeling topics, as the inventory of gases represents one of the most important components of national communication reports and subsequent updated reports.

The participants learned about the importance of measuring gases from their sources in various sectors, through the methodologies approved by the Intergovernmental Panel on Climate Change (IPCC). It was also emphasized that during the coming period, national methodologies will be developed to calculate emissions from their various sources.

The national communication is a report that all states parties mus
t submit under the UN Framework Convention on Climate Change (UNFCCC), in accordance with the principle of shared responsibility stipulated in the terms of the agreement. The UN agreement defined the contents required in the national communication from states, and established guidelines for preparing national communications, provided that reports are submitted according to the capacities of each country.

The State of Qatar attaches great importance to combating climate change, as it has enacted the necessary laws and regulations to preserve the environment for future generations. The MOECC is also making great efforts to achieve environmental balance in light of the urban, economic and social progress the country is witnessing, to achieve sustainability in the comprehensive development process.
