Ombudsman’s Office reps meet with Khadija Ismayil and Leyla Yunus

Baku: Under the instruction of Azerbaijani Human Rights Commissioner (Ombudsperson) Elmira Suleymanova, members of the National Preventive Group (NPG) have visited Baku Detention facility of the Justice Ministry’s Penitentiary Service, the Ombudsman’s Office told APA.

The visit aimed to examine the received appeals, detention conditions and treatment, and ensure the detainees’ rights.

During the visit joined by a physician member of the NPG, the members reviewed cells of the Baku Detention Facility, examined the detention conditions regarding switch to winter time, provision of heating, feeding, hot and cold water, medical service, and documentation on parcels, meetings and phone calls.

During the visit, MPG members met with more than 50 detainees including Leyla Yunus and Khadija Ismayil. Some of them were received in private after requesting so. Some requests were fulfilled immediately.

The received detainees did not complain of the treatment toward them and their requests regarding the detention conditions were investigated on the spot. Their rights, requirements of the related law, the ombudsperson’s powers were explained for them. They were each given legal advice concerning the issues they raised.

In the end, the detention facility’s administration was given necessary recommendations as to further improvement of the detention conditions, medical care and documentation work in compliance with national and international law including the law on the ensuring of the rights and freedoms of persons held in prisons and the disciplinary rules of investigation isolators. Servicepersons were given legal awareness.

The Ministry of Justice will be appealed to over the visit’s result and the fulfillment of the detainees’ requests.
