Azerbaijan Education Ministry develops new mechanism for providing stipends to students

Baku: Minister: “Educational process as well as monthly academic results will define whether the student qualifies for the stipend or not”

Azerbaijan’s Ministry of Education has developed a new mechanism for providing stipends to university students.

Education Minister Mikayil Jabbarov said students who get high scores on entrance exams and qualifies for education at state’s expense will be eligible for the stipend provided that they do not get poor marks throughout the four-year bachelor education.

“The state provides students with the stipend over the course of four years based on the assessment test result that is held once only. However, this mechanism has some gaps and factors that affect the study process. This study process has to be comparative in some sense. If so, it leads to higher results,” he stressed.

The minister noted that the tuition fees paid by state will be separated from student stipends in accordance with the new mechanism.

“Though the student studying at state’s expense is exempted from tuition fees, in accordance with the new mechanism, educational process as well as monthly academic results will define whether the student qualifies for the stipend or not. It’s just not a formality. In most cases, these are important to achieve transparency in the academic environment. This system, on the other hand, will lead to increase in academic knowledge by applying the systematic principles of struggle against subjective factors”, the minister underlined.
