Arab League Council Holds Extraordinary Meeting

Cairo, – The Arab League Council opened on Wednesday an extraordinary meeting at the Arab League Headquarters at permanent representatives level under the chairmanship of the Kingdom of Bahrain.

The meeting, which is attended by Arab League Secretary-General Nabil Elaraby, was held upon a request by the State of Qatar to discuss the situation in the Syrian city of Aleppo.

HE Qatar’s Ambassador to Egypt and Permanent Representative to the Arab League, Saif bin Muqaddam Al Buainain said in a speech he gave at the opening session of the meeting that the serious escalation in the city of Aleppo and the massacres and displacement which the Syria regime perpetrates against defenseless civilians due to the heinous shelling, adding that the fall of hundreds of killed and injured requires an immediate and swift move to halt it and hold accountable those responsible for them and bring them to justice as war criminals.

HE Al Buainain said shelling of residential neighborhoods, hospitals and places of worship in the city of Aleppo has triggered a widespread condemnation and disdain by the international public opinion because of the unprecedented barbaric behavior of the regime which excessively used lethal weapons and did not hesitate to bomb the innocent people with explosive barrels that have caused severe damage and increased the number of victims including children and women.

HE Al Buainain said the State of Qatar, in the face of this dangerous development, expresses its condemnation and denunciation of the disastrous and catastrophic situation in the city of Aleppo due to the brutal raids waged by the Syrian regime and its continued aggression on civilians stresses that the suffering of the Syrian people is tantamount to systematic aggression contravening all international charters, laws and international humanitarian law, and the principles of human rights and requires the need for the international community to condemn these atrocities. The State of Qatar also calls, in particular, on the Security Council to carry out its legal responsibilities in accordance with the United Nations Charter to stop the suffering of the Syrian people from massacres which are tantamount to crimes the war.

HE Qatar’s Ambassador to Egypt and its Permanent Delegate to the Arab League called for the provision of protection to the Syrian people and guarantee of the arrival of urgent humanitarian assistance to all parts of the Syrian territory to distribute them to the needy without delay and without hurdles.

He called on the Arab League Council to take a firm stance denouncing violations against the Syrian people and to intensify efforts with the international community for the implementation of United Nations resolutions 22454 and 2286 which were underlined by Arab League Council resolutions the last of which was resolution 8006.

HE Ambassador Al Buainain also called on the International Syria Support Group (ISSG) to fulfill its pledges regarding the halt of hostilities in Syria and the swift intervention for the halt of massacres against civilians in the city of Aleppo and all other cities the spread of its umbrella to cover all the Syrian territories without procrastination from the side of the Syrian regime and its allies He also called for the resumption of political negotiations for finding a political solution to the Syrian crisis, the formation of a transitional rule body with full executive authorities to restore peace and stability in Syria in order to fulfill the aspirations of the Syrian people and to establish a ruling system in which justice and equality would prevail.

HE Al Buainain expressed the hope that the meeting would come out with results that confirm full solidarity with the Syrian people in face of state terrorism and contribute to enhancing international efforts and moves to halt massacres, providing protection to the unarmed civilians in Aleppo and all other parts of brotherly Syria so that the aspired political solution would be reached.
