Azerbaijan launches Caspian-2015 command and staff drills

Baku: The “Caspian-2015” command and staff drills (onshore and offshore) started Tuesday in the territory of the SOCAR Diving-Rescue Department situated in Garadagh district, Baku, and Complex Drilling Works Trust.

The drills are being held on the occasion of the 10th anniversary of the establishment of Azerbaijan’s Ministry of Emergency Situations (MES).

The drills are on the subject of “Arrangement of interaction of MES agencies with other state agencies in the elimination of the consequences of emergency situations”.

The ministry’s rescue agencies, as well as personnel of the Defense Ministry, Special State Protection Service, State Border Service, Interior Ministry, Health Ministry, State Maritime Administration and BP are attending the drills.

A personal staff of 752 persons, including 600 persons from the MES, 60 from the Defense Ministry, 15 from the Special State Protection Service, 25 from the State Border Service, 22 from the Interior Ministry, 10 from the Health Ministry, and 20 from BP have been involved in the drills.

101 special-purpose air, sea and automotive vehicles, including 73 automatic vehicles, four helicopters of the MES and one BE 200 CS amphibian plane, 11 special-purpose vessels (7 belonging to MES, 2 to Defense Ministry, 2 to SBS), and 12 speed boats (10 belonging to MES, 2 to Interior Ministry) are participating in the exercises.

According to the plan, at the first stage tasks of warning, search and rescue efforts during emergency situations will be executed, and at the second stage tasks of cleaning oil-contaminated areas, inspection of the underwater parts of installations and handing over of facilities.

Minister of Emergency Situations Colonel General Kemaleddin Heydarov, Deputy Interior Minister Lieutenant-General Oruj Zalov, the administration of organizations involved in the exercises, director of Russia’s department of firefighting and rescue forces Alexander Agafonov, Iran’s deputy interior minister Ismail Najjar as well as high-level delegations of the International Civil Defense Organization are observing the drills.
